TOKYO - October 5, 2026 - Internet Initiative Japan Inc. (TSE Prime: 3774), one of Japan's leading Internet access and comprehensive network solutions providers, today announced that it has entered into an agreement with the City of Matsue, Shimane Prefecture, concerning power supply during disasters.
Under the agreement, IIJ will use large-capacity lithium-ion storage batteries and an EV charger installed at the IIJ Matsue Data Center Park (Matsue DCP) to supply power to community centers in Matsue designated as evacuation shelters during disasters. This initiative is expected to strengthen the community’s disaster preparedness and resilience.

Background to the agreement

Matsue has been selected by the Ministry of the Environment as a Decarbonization Leading Area for its advanced initiatives aimed at achieving carbon neutrality by 2050. IIJ, which is participating in this project as a joint proposer, has used subsidies provided under the initiative to install large-capacity lithium-ion storage batteries and an EV charger at Matsue DCP.
The newly signed agreement sets out the basic framework under which IIJ, as part of the Decarbonization Leading Area initiative, will work with the City to supply power to the local community during disasters. The installed storage batteries, in addition to serving as a source of backup power for data center equipment, will be used to supply power to local shelters during disasters and other emergencies.

Overview of power supply to evacuation shelters

Under the agreement, electricity stored in the batteries at Matsue DCP will be used to charge electric vehicles (EVs) using the charger. The charged EVs will then be driven to two community centers in Matsue, where the electricity stored in the vehicles will be supplied for use at the shelters. Matsue DCP will reserve approximately 1,000 kWh of electricity for community use, equivalent to the estimated amount required to operate the community centers for about two days.

Using storage batteries to supply power to the community

Going forward, IIJ plans to conduct disaster preparedness drills in cooperation with the City of Matsue, including drills to confirm power supply procedures during disasters. Furthermore, IIJ will use the storage batteries to respond to requests to reduce electricity consumption during periods of tight power supply and demand, thereby helping stabilize the local power supply through supply-demand balancing. Through these initiatives, IIJ will work to develop a model for collaboration between local governments and data centers, in line with the concept of Watt-Bit Collaboration, which aims to promote the integrated development of electricity and telecommunications infrastructure. • (*1)Government policies for data center development are set out in the Digital Garden City Nation Infrastructure Development Plan (Revised Version) and Interim Report 3.0 of the Expert Group on the Development of Digital Infrastructure (Data Centers, Etc.), which were compiled by the Ministry of Internal Affairs and Communications (MIC) and the Ministry of Economy, Trade and Industry (METI), as well as in the subsequent Report 1.0 of the Public-Private Advisory Council on Watt-Bit Collaboration. These policies call for the promotion of decentralized data center development in regional areas, the integrated development of electricity and telecommunications infrastructure, and the efficient use of renewable energy.
